1.   Centre of Excellence in Ethics, Leadership and Behavioural Studies (CELABS) became the new avatar of CLABS on 04 Mar 2015 to provide additional impetus on Ethics Training and lay "more than normative" emphasis on the cultivation of Ethical and Moral dimensions of Leadership among military practitioners. The CoE, which had previously been housed in the Vikrant and Ashoka buildings, was shifted to the new Administrative and training building. The new building as inaugurated by the then Flag Officer Commanding-in-Chief, Southern Naval Command Vice Admiral Sunil Lanba, PVSM, AVSM On 04 Nov 15. Currently the CoE functions as the nodal agency for all Leadership and Ethics related areas of inquiry and study in the Indian Navy.

2.    A critical driver, emerging from the transformation in Navy's future operational imperatives, triggered the metamorphosis of CELABS Into a Centre of Excellence.

3.   The CoE's persistent and prolonged engagement with Leadership related subjects necessitated broadening the mandate to address contemporary Military Leadership Challenges and accommodate newer ideas and perspectives.

4.   The newer dimension centred around assimilating and instilling the tenets of 'Ethical Leadership' and a sense of 'unlimited moral liability' among Military Leaders; while simultaneously imbibing a deeper sense of commitment to the ideals of our fine Service - Duty, Honour and Courage.

5.   In the ensuing years, the Institution's through-put of trainees increased manifold. Each year the CoE trains 1000+ officers and sailor, from a side spectrum of seniorities, from over11 countries, in Leadership and Ethics related subjects.

6.   The course curriculum at the CoE is an eclectic mix of theory and practice. Theory includes detailed study of various schools of thought pertaining to Leadership, Ethics and Behavioural Studies. Contemporarily relevant topics such as Cultural Context of Military Leadership. Military and behavioural Ethics. Choice Architecture and Emotional Intelligence form the core of theoretical approaches designed to give officers a holistic perspective into the complex challenges of leading men and women into battle. Practical Dimension is created by case studies and dynamic lessons.

7.   It is our endeavour that each individual passing out from these portals be a well-rounded Officer and an ethical conscientious, empathetic, hardy leader of men and women. Such officers would uphold the Navy's values and the Nation Expectation ready to take on the rigors of military life and service as an embodiment of Duty, Honour and Courage.
