Prior to Independence, the Boys Training for the Navy used to be conducted at two establishments, Bahadur and Dilawar, situated at Karachi. To meet the training needs immediately after independence, a temporary training center was set up at Bombay, which was later shifted to INS Circars at Visakhapatnam. However, with the rapid expansion of the naval facilities at Visakhapatnam, the need for a suitable site for the permanent location of Basic Training Establishment (BTE) assumed considerable importance. After a prolonged and protracted search, the Navy finally selected the present site in 1967, at the vast green expanse bordering the historic Chilka Lake.
