Soon after independence, the need was felt for providing Leadership training for senior sailors of the Indian Navy. To address the requirement, the first Leadership course of four weeks duration was started on 07 Sep 1953 at Basic & Divisional School, INS Venduruthy, Kochi. Subsequently, a separate school known as Petty Officers School was established at INS Venduruthy for conducting Petty Officers Leadership Courses.
In December 1960, the Petty Officer's School was shifted to West Hill, Kozhikode and subsequently commissioned as INS Varakkal on 20 Feb 1961. The gradual growth of the Navy also saw the expansion of the establishment at Kozhikode. Shortly after INS Hansa moved from Sulur to Goa, INS Varakkal, was shifted from Kozhikode to Red Fields, Coimbatore on 22 Apr 1965, where the Naval Detachment already existed. On 18 Sep 1965, INS Varakkal, the Naval Detachment, the Rifle Range at Madukkarai and the Aircraft & Engine Holding Unit at Sulur were amalgamated under a single command and INS Agrani commissioned.
Subsequent to the introduction of the Master Chief Petty Officers Cadre in the Navy in 1968, a four weeks post promotion course for newly promoted MCPOs was conducted by Administrative Authorities within their respective Commands. This course later became a four week obligatory pre-promotion course for MCPOs with the first course being conducted in Agrani in Apr 74. Later, in Feb 78 it was legitimized with the Government approval to conduct seven such courses in a year.
With effect from Sep 1975, the Petty Officers Leadership Course was made mandatory for promotion to the rank of Chief Petty Officer. Thereafter, on 01 Jan 1987 it was decided that all CPOs being promoted to the next rank will be required to undergo a CPO Management Course of four weeks duration. The first CPO (M) course was conducted at Agrani on 13 Jul 1987. CPOs who had been promoted earlier, continued to undergo the MCPO Pre-promotion Course till Apr 1993, when the course was stopped. Agrani now conducts 10 each CPO (M) and PO(L) Courses of 3.5 Weeks duration in a training cycle.
